Evaluation Manager (f/m/x)

Starting as soon as possible | 40 hours incl. paid lunch break | unlimited | based in Vienna 

As part of the Vienna Operation Support Department (VOS) the Vienna Evaluation Unit (VEU) is one of the entities in the MSF movement dedicated to evaluations (http://evaluation.msf.org/). It manages and conducts different types of reviews, learning exercises, and evaluations on all levels (project, transversal, etc.), provides support to operations for developing and implementing monitoring and evaluation (M&E) frameworks, and conducts and supports qualitative research. In addition, the VEU aims to develop methodological know-how and capacities related to M&E within the MSF movement through training and exchange of experience. Created in 2005 as part of the Operational Centre Geneva (OCG), the unit today offers its services to all the MSF movement and is part of an inter-sectional evaluation network.

  • A minimum annual salary of € 59.500, - gross p.a. with the option of overpayment up to a maximum of € 71.600,- gross p.a. if you bring relevant position-related qualifications and professional experience that go beyond the requirements profile. What you BRING along 

  • You bring minimum 2-4 years of experience in an M&E role (preferable in the humanitarian sphere). Experience with implementing M&E tools in emergency or protracted crisis settings is an advantage as well as facilitation and capacity building experience
  • You have experience in working with quantitative and qualitative data 
  • You are a talented communicator, have a confident manner and good interpersonal skills. You find it easy to adapt to your counterpart and convince them. Facilitation and capacity building experience is an advantage
  • You bring excellent analytical and writing skills. Planning and organizing are among your strengths
  • You are a team player but can also work independently 
  • You have an excellent level of English (spoken and written). French and/or Spanish are advantageous
  • You have strong computer literacy (Office365)
  • You are available to travel to the field and in Europe for up to 10% of the time
  • You are highly committed to MSF, its values, and principles
  • A medical/paramedical background is desirable

What you can EXPECT

Conducting evaluations

  • You design evaluation protocols and participate in evaluations as an evaluator (from inception to final reporting and dissemination)
  • You participate in Operation/Medical fora in MSF OCBA and support teams in strengthening the M&E frameworks of their initiatives or act as evaluator for other Operational Centres, as required

Management of evaluations

  • You oversee evaluation processes according to the VOS standards
  • You assure proper planning, assessment, and tracking of resources needed for evaluations 
  • You support evaluation commissioners with evaluation scoping, preparation of the Terms of Reference, and with advising on appropriate methodologies 
  • You recruit consultants to carry out evaluations 
  • You network and collaborate with key stakeholders to ensure smooth communication among all actors involved in evaluations 
  • You assure the quality and utility of evaluations and evaluation-like exercises (revision of reports, feedback loops, use of quality check tools, etc.) 
  • You present and communicate evaluation outcomes 

Capacity building

  • You contribute to the development of the M&E culture within MSF by developing and delivering face-to-face and online training courses and by promoting the use of M&E tools 
  • You support the development and update of VOS evaluation guidelines, manuals, and tools
